[Accepted Application]City Council

Dear Ossi,

Kindly find below a great idea (personally) which has passed through my mind while playing.

This idea is about creating a City Council, were each member are Head/Leader of each Department. Every new law which need to be amended, should pass through all the members of the City Council, before being approved. And whether if, one member don't approved it, the latter must give reason why he don't want to amend the new law, and proposed a new idea.

The City Council should be the primary authority to create laws, enact legislation, call for action, etc. and is composed of appointed councilors.
The City Council should hold no office position, special titles, benefits, or individual opportunities, as it's considered a "part-time" duty alongside the individuals regular duties and needs. The idea is that only when in session and serving its duties does the Council hold any authority to ensure it remains an institution for the people.

P.S:

When I said each Head/Leader of Dept, i tried to mean the following person:
1. Head of Government
2. Head of Judical System
3. Head of FBI Dept
4. Head of LSPD &
5. Head of National Guard.

And one member from SA News should always be present, so that all the information discussed and be communicated to the citizen, and Noose also should be here to assure the security

It would be much better if each head of faction can also do this, after consulting higher ranks.

Actually, its only between Governor and Judicial System to decide.
I think we should also give each head of dept, their own opinions and thoughts.
